What are the typical requirements for a dumpster enclosure?
Most US standards require a three-sided opaque wall 6–8 ft high (or at least 1 ft above the container), a gated front with about 12 ft of clear opening per container, gates that lock and hold open, and a concrete pad and apron. Some cities add masonry, a roof or a building permit (municipal and hauler standards checked 2026-09-29).
| Requirement | Typical range | Varies most by |
|---|---|---|
| Wall height | 6–8 ft, or ≥1 ft above the container | City (Schaumburg IL max 7 ft; Union City CA 12 ft) |
| Clear gate opening | 12 ft per front-load container (Republic nets 11.5 ft) | Hauler |
| Gates | Held open and closed; lockable; often on independent posts | City and hauler |
| Screening | Opaque on all sides; gate opacity 50–100% where regulated | City |
| Materials | Any opaque fence or wall, or masonry/building-matched | City (planning) |
| Roof | Required in some cities for stormwater | City (stormwater) |
| Pad and apron | 6 in concrete common (Albuquerque 4,000 psi; Tucson 3,000 psi) | City and hauler |
| Permit | Fences ≤7 ft exempt under IBC §105.2; enclosures often permitted separately | Building department |
How tall does a dumpster enclosure have to be?
Walls cluster at 6–8 ft. A few codes set height relative to the container instead: McAllen TX and Hollywood FL require the screen to be at least 1 ft above it. Watch for maximums too. Alpine Citadel is 6, 7 or 8 ft standard and 5–10 ft custom.
| Jurisdiction or hauler | Height rule | Source |
|---|---|---|
| Republic Services | Wall ≥7 ft | Site Design Standards (Jan 2024) |
| WM Pacific NW | Wall ≥8 ft | "Container Enclosures" (2024) |
| Riverside CA / Escondido CA | ≥6 ft / 6 ft standard | Municode 19.554; Guidelines rev 6/2019 |
| Santa Barbara CA / New Braunfels TX | ≥7 ft | Design Guide (2021); §110-58 |
| Schaumburg IL | 6–7 ft (maximum 7 ft) | Dumpster Enclosure Resource Guide |
| McAllen TX / Hollywood FL | ≥1 ft above the container | UDC 4.9 (Dec 2024); Code 50.02 |
| Union City CA | ≥12 ft, with a roof ≥12 ft | Enclosure Guidelines (Apr 2024) |
How wide must the gate opening be?
Plan 12 ft of clear opening per front-load container. Tucson, Lee County FL, Albuquerque and Boise specify 12 ft; Republic Services nets 11.5 ft after gates and posts. Most standards also want 110°–120° of gate swing (180° in New Braunfels TX), hold-open pins or cane bolts in pavement sockets, and, in Escondido, Ventura, Hollywood FL and Tucson, gates hung on independent posts. See enclosure gates.
What materials are allowed for a trash enclosure?
It depends on the city. Some published standards require masonry or materials matching the building; many others accept an opaque fence or wall, some only with approval. Alpine Citadel is accepted in the majority of jurisdictions for trash enclosures and general enclosure systems. Where a code names masonry, Alpine provides an alternate-materials submittal with sealed calculations and a building-matched finish.
| Approach | Examples (checked 2026-09-29) |
|---|---|
| Masonry or building-matched required | Riverside CA (decorative masonry, 3 sides) · Escondido CA (solid or reinforced masonry) · McAllen TX (masonry or concrete block matching the building) · North Liberty IA (split-face block, stone or brick) · Union City CA (CMU) · Bloomington MN (match the principal building) |
| Masonry or another approved material | Tucson AZ (masonry or material approved by Environmental Services) · Schaumburg IL (solid-grade wood or Village-approved material) · Hollywood FL (local requirement: PVC or metal needs a Florida product approval) |
| Fence or wall, opaque | Boise ID (fence or wall) · Vancouver WA (sight-obscuring wall or fence) · New Braunfels TX (stone, masonry, wood or chain link with slats) |
What if my city requires masonry?
Ask for the alternate path before you redesign. Building codes let the building official approve an alternative material that is shown to be equivalent, under the IBC alternative materials, design and methods provision (Section 104.11 in the 2021 IBC), and zoning codes usually offer design review or a variance. Alpine prepares the alternate-materials submittal for that review.
A typical submittal package contains:
- The layout and bay schedule for the site.
- Product data for Alpine Citadel (structural steel, noncombustible, 100% opaque face).
- Sealed calculations to ASCE 7-22 for the site's wind speed, exposure and risk category, available in all 50 states.
- The finish specification and a color matched to the building (any RAL color).
Alpine custom fabricates any enclosure design, so the layout can follow the city's standard drawing; see custom fabrication. More on the comparison with block in the CMU alternative page.
Do trash enclosure rules regulate opacity?
Yes, in many cities. Bloomington MN requires fully opaque walls and gates 50–100% opaque; North Liberty IA requires gates at least 90% opaque; Eugene OR requires 100% sight-obscuring walls and allows 50% gates (Form LU-229, 2013). The standard Alpine Citadel solid-slat face is 100% opaque and meets opaque-screening requirements.
When does a trash enclosure need a roof?
When local stormwater rules say so. Roofs are required on new enclosures in Escondido CA, Ventura CA (at least 9 ft), Union City CA (at least 12 ft), Bloomington MN and Eugene OR, and in LA County under a 2017 building code manual. Roofed enclosures also bring drainage rules that conflict between cities, so keep drainage site-specific. Alpine builds covered, steel-roofed enclosures as a custom design.
Does a dumpster enclosure need a permit?
Often. IBC §105.2 exempts fences not over 7 ft from a building permit (2024 IBC wording via UpCodes), so an 8 ft or roofed enclosure usually needs one, and many cities permit trash enclosures regardless of height: LA County, Schaumburg ($170 fee), Hollywood FL, New Braunfels TX and Escondido CA among them. Alpine supplies sealed calculations in all 50 states. See engineering.
What are the requirements for outdoor tire storage enclosures?
For tire yards over 20,000 ft³, IFC 2021 §3407 requires a firmly anchored fence at least 6 ft high with gates at least 20 ft wide, locked when unattended. Smaller dealer enclosures fall under local ordinances, which increasingly require tires to be screened from public view and kept contained.
| Rule | Requirement | Source (checked 2026-09-29) |
|---|---|---|
| IFC §3407.1–3407.2 | Over 20,000 ft³: fence ≥6 ft, approved materials, gates ≥20 ft wide | IFC 2021 (Colorado adoption via UpCodes) |
| IFC §105.5 | Operational permit for scrap tires ≥2,500 ft³ | IFC via UpCodes |
| NFPA 1 Ch. 33 (as adopted in Florida) | Over 500 tires outdoors: noncombustible fencing ≥10 ft | Deltona FL Tire Fact Sheet |
| Texas 30 TAC 328.61 | Scrap tire sites fully fenced; chain-link-type fence ≥6 ft | Texas Administrative Code |
| California 14 CCR 17354 | Under 500 tires: piles ≤6 ft high within 20 ft of a property line, building or perimeter fence | California Code of Regulations |
| Florida 62-711.300 | Retail tire sellers exempt from a permit below 1,500 waste tires | Florida Administrative Code |
| Baton Rouge / East Baton Rouge Parish | Screened from public view; fully enclosed fence 6–8 ft; metal panels allowed | Tire ordinance (Aug 2025) |
Alpine builds tire enclosures from 6 to 10 ft, with 20 ft clear gates as a custom option. See tire storage enclosures.
How do I confirm the requirements for my site?
Check four offices, in this order, and keep the dated source for each:
- Planning or zoning: height, materials, opacity, setbacks and roof.
- Your waste hauler: gate width, swing, hold-opens, pad, overhead and approach.
- Fire marshal: tire storage, and any fire-code items at your site.
- Building department: whether a permit and sealed calculations are needed.
Send the results with your site plan and Alpine will design the enclosure to them. For container-by-container sizing, see dumpster enclosure dimensions; for the product, see Alpine Citadel.
